A REPORT ON KIRA METROPOLITAN DEVELOPMENT FORUM MEMBERS BENCH MARKING ACTIVITY IN JINJA CITY NOVEMBER, 2024.
Kira Municipal Council realized that there was a gap in the manner of public engagement; it was a bit unstructured and not well coordinated. The main platform for community participation was through the participatory planning meetings and budget conferences without giving them an
opportunity to participate in the process. These engagements been a one-off activity in each year with no follow up and feedback attended to it. It is from this background that Council deemed it necessary to have a framework that organizes all urban stakeholders into urban forums, and provides a clear platform for engagement and dialogue. With such a platform in place, public participation in development matters is assured, as is envisaged in the Constitution and the Decentralization policy. Bench marking is one of the crucial exercises that acts as a check and balance in improving performance and allowing one to adjust on the strategies and processes so as to have better outcomes. Benchmarking plays a vital role in urban development forums offering numerous benefits that can inform and improve urban planning, policy making and implementation of projects. Kira municipal council saw the need for benchmarking exercise to be carried out in Jinja City council as a form of sharing knowledge and allowing exchange of best practices, experiences and lessons learned among cities and promoting collective learning and improvement.
On November 21 st to November 22nd, 2024, the Department of Gender and Community Based Services organized a bench marking exercise for KMDF members guided by the Municipal Development Forum coordinator Ms.Kasule Hanypher N. Jinja City was chosen as the case study for the bench marking exercise. Upon reaching jinja city, they were guided by the Probation officer of Jinja City council Ms. Phoebe Monica Kwagala who doubles as the Jinja City Development Forum (JCDF) coordinator. She warmly welcomed the Kira MDF members and shared the program for the two days. This exercise was organized to equip the members with the knowledge of proper urban planning learning from other development forums.
